Paris, 1938. In a lavishly decorated nightclub, couples dance the syncopated rhythms of Latin America: Rumba, Cucaracha, Tango, and also the Charleston, Foxtrot and Boston. Among beautiful women, local pimps and Mussolini's spies brush each other on the dance floor, and in the streets. A police inspector is charged with a difficult task, to clean-up the city streets - just when bodies start falling around, as the Mafia and the spies tend each other deadly traps.

With roots in the Congo, Nigeria, Benin and Cameroon, different African religious institutions such as Ifa, Ekpe and Nkisi were remade in Cuba as Lukumi (Santeria), Palo, Abakua and Arara. The film draws together religious and social realities instituted by the African diaspora which have a distinct, if complex, connection to the rhythms foundational to contemporary club music.

Wendo Kolosoy was a former boxer and ship's mechanic from the Congo who in 1948 recorded a song called "Marie Louise" as Papa Wendo. Wendo's music, an infectious blend of Latin and African rhythms, took the nation by storm and he became an overnight star among the Congolese. However, while the sound Wendo created proved to have a lasting influence in the Congo, his own fame waned, and as he slipped into obscurity, he watched the sad history of his nation unfold, as the end of colonialism led to wave after wave of bloody violence. Wendo's music, however, has been discovered by a new generation of music fans, and the aging musician continues to perform as often as he can.

Il rag. Filippo De Bellis è innamorato d’una ballerina, Ester. Un giorno Filippo viene rapito e portato in una fattoria dove un vecchio zio, che non conosce, gli comunica d’averlo nominato erede universale. Sopraggiunge intanto la compagnia di varietà, della quale fa parte Ester. A Filippo sembra di toccare il cielo col dito; ma la figlia del fattore, d’accordo col padre, ordisce una trama per far sì che Filippo si comprometta. In tal modo potrà costringerlo a sposarla ed entrerà in possesso della pingue eredità. Accade che Filippo, trovandosi per caso sul palcoscenico, rivela insospettate attitudini e decide di dedicarsi alla carriera artistica, al fianco d’Ester. Ma durante una partita di caccia, la figlia del fattore sorprende i due innamorati. Tra le due donne ha luogo un duello a fucilate e la figlia del fattore ha la peggio. Filippo ed Ester potranno finalmente sposarsi.

Rumba Clave Blen Blen Blen is a song of praise to the musical genre of rumba in New York City. It reveals the vibrant Afro-Cuban culture of the city. In addition, the film unravels the African and Andalusian origins of rumba and follows ordinary people and famous musicians through the dances, drums, and clave rhythm of the genre. The film is a poem of color and music, bringing to the surface the symbolic religious cosmogonies of Bantu, Abakua, Yoruba and Arara traditions that have nourished it. By paying homage to the grand masters of the genre, such as Chano Pozo and his collaborations with Dizzy Gillespie, Rumba Blen Blen Blen is a historical journey that traces the history of rumba in New York through the words and music of scholars, producers, artists and renowned musicians who continue to practice it today.
