Su un'oscura isola del Pacifico appena a nord dell'Australia, l'Impero giapponese ha gestito un campo di prigionia per i soldati australiani. Alla fine della seconda guerra mondiale, i prigionieri di guerra liberati raccontano una storia raccapricciante di esecuzioni di massa di oltre ottocento persone e uccisioni in stile tortura di aviatori australiani abbattuti. Nel tentativo di assicurare i responsabili alla giustizia, l'esercito australiano istituisce un tribunale per i crimini di guerra per giudicare gli uomini e gli ufficiali giapponesi che gestivano il campo di Ambon. In una svolta ulteriore, è implicato un ammiraglio giapponese di alto rango e la politica viene coinvolta nella giustizia mentre le autorità americane in Giappone fanno pressioni per il rilascio dell'ammiraglio.
