"Si sente il mare" inizia con l'arrivo di Rikako Muto una giovane ragazza di Tokyo nella cittadina di Kochi (situata nell'isola Shikoku), trasferitasi insieme alla madre dopo la sua separazione con il marito. Sebbene taciturna e introversa la ragazza si dimostra molto intelligente, eccellente nello studio e nello sport e diventa il sogno di molti ragazzi tra cui il migliore amico del protagonista, Yutaka Matsuno. Taku Morisaku che si è trasferito a Tokyo per frequentare l'università, conoscendo i sentimenti dell'amico Yutaka, cerca di comprendere il motivo per il quale quella ragazza gli abbia stregato il cuore, in quanto a prima vista sembra tutto fuorché interessante.
