In seguito all'incidente di Heath Oslo, l'esistenza dell'organizzazione antiterrorismo giapponese-americana CIRS è diventata una questione di dominio pubblico. Il CIRS è stato ricostruito da zero e le sue funzioni più segrete sono state affidate a una nuova agenzia: SORD (Social Ops, Research & Development). L'obiettivo di SORD è formare una nuova generazione di agenti per difendere il paese da minacce future. A tal fine, l'organizzazione ha istituito una serie di scuole su e giù per il paese.
