Il commissario della polizia di stato Domenico Malacarne è un funzionario corrotto che, spalleggiato dall'agente Garrito, riesce a guadagnare molto denaro grazie agli affari che fa con una banda della mafia dedita soprattutto a loschi traffici di contrabbando, tra i cui componenti spicca il feroce e sanguinario Pascal. Un giorno però vedendo che i suoi corruttori esagerano chiedendo la copertura del commissario anche per il traffico di armi, il commissario decide di cambiare la sua posizione, iniziando ad ostacolarli; per risposta la mafia gli ucciderà prima il padre, un onesto maresciallo dell'arma dei carabinieri ancora in servizio, e poi l'amante, Sandra. Il commissario allora ingaggerà una dura lotta contro la mafia, riuscendo ad eliminare alcuni killer e lo stesso Pascal, ma il funzionario verrà a sua volta ucciso a tradimento da Garrito, intenzionato a prendere il suo posto.
