Since 1975 millions of Vietnamese boat people have fled for freedom. By 1993 more than half who survived the exodus resided in California. The film portrays the coming of age story of abandoned kids growing up in the new Vietnamese enclave of Orange County, California in the early 1990s, based on true events.

Such a state of things has of course a great many consequences for public health, with diseases like silicosis, inherent in various human activities, some of which are detailed (farming, notably the treatment of flax; industrial activity, particularly porcelain and cement work, coal mining).

A young adult Vietnamese immigrant, currently serving time in prison for armed robbery, recounts his evolution from a 13 year old immigrant to a life of crime. He relates his immigration from a Vietnamese refugee camp to California, his entry into American schools, his subsequent involvement with Asia American gangs followed by criminal activity and prison.
