The plot revolves around the residential complex "Venice", which cannot be completed for seven years. Twenty would-be owners gather in one of the apartments to start negotiations with a potential investor who wants to build a restaurant on the first floor of the building, but this space is already owned by the priest. Some of the tenants must donate their own area, so as not to anger God.

Rolando, che era in procinto di sposare Leonora Dandolo, viene condannato dopo un sommario processo e rinchiuso nei Piombi, insieme a suo padre, reo d'essere insorto in difesa del figlio. Scavando una galleria, Rolando riesce ad evadere e, con l'aiuto di Scalabrino, suo compagno di fuga, si mette in salvo. Dopo numerose vicende Rolando riesce a smascherare i responsabili della congiura e a riabilitare il proprio nome. Fatta giustizia, Rolando Condiano potrà unirsi in matrimonio con Leonora.
