States of Fear / 1999
States of Fear is a documentary film produced by Mary Raftery and broadcast on the Irish television channel Raidió Teilifís Éireann (RTÉ) between April and May 1999. The film detailed abuse suffered by children between the 1930s and 1970s in the state childcare system of Ireland, primarily in the Reformatory and Industrial Schools. After public outcry, Irish Taoiseach Bertie Ahern apologised on behalf of the State. The film sparked a national scandal over abuse of children in church and state run institutions. It led to a major commission on child abuse that sat from 2000 to 2009.

The settlers were drawn up in a long line at a certain distance from the lands opened up, some of them on horseback and others in vehicles of all descriptions. At the firing of a cannon, everybody made a rush for the land. Harvey Mattson and his wife Annie, with their child, emigrate form Missouri in a prairie schooner. On their way they hear of the opening up of the Cherokee Strip. They hasten there and Harvey pitches camp, preparatory to entering his name. Their child is taken sick. Harvey goes for the doctor, and during his absence. Bill Slick, a good-looking ruffian, tries to force his attentions upon Annie. She repulses him. Harvey and the doctor arrive, and he "settles" Bill without ceremony. The ruffian, enraged, leaves.

In four movements, the Altered States video starts with vintage rock from Jefferson Airplane, set to McKay's early 60's pulsating sensory overload style. The 70's evolve into a tweaky sound track by Knox Bronson, electronic culture mastermind, with scenes from McKay's world travels in a highly abstracted form. The 80's movement travels into pure geometric and color abstractions, with an uplifting electronic/acoustic soundtrack by Dean Evenson. McKay’s 90's movement goes deep into fantastic liquid color landscapes with a dark, electronic music voyage crafted in collaboration with McKay by Greg Jalbert. This video captures McKay's main installation piece at a retrospective of four decades of his work at the San Francisco Museum of Modern Art, February-May 1999.
