After the 11 March 2011 tsunami and nuclear disaster, residents of Futaba, a town in Fukushima Prefecture, are relocated to an abandoned high school in a suburb of Tokyo, 150 miles south. With a clear and compassionate eye, filmmaker Atsushi Funahashi follows the displaced people as they struggle to adapt to their new environment. Among the vivid personalities who emerge are the town mayor, a Moses without a Promised Land; and a farmer who would rather defy the government than abandon his cows to certain starvation.

In July 2014, mainstream US media became flooded with images of what they termed “unaccompanied Central American children.” Most of these children—many coming with their parents—were fleeing from the violent consequences of U.S. intervention in El Salvador, Guatemala, and Honduras. Once in the United States, they were detained in what migrants have come to label “hieleras” (ice boxes) in makeshift detention centers around the country. Rather than providing asylum to these refugees, the Obama Administration used this “humanitarian crisis” to expand the previously defunct practice of family detention.

Fleeing persecution and torture in northern Iraq, three young Kurds, Mahmoud, Rezghar and Saman, smuggle themselves into Britain aboard a freight train. Arriving in London they register for asylum but soon experience the first blast of bureaucracy, as their papers are lost in the system. When Saman is detained in prison and the police attempt to arrest Rezghar, he flees and hides in a church where Father Michael is leading a service.
